10 arrested in “Operation Takeout”

“Operation Takeout”, a three-year long investigation into drug trafficking in Hyannis, has resulted in ten more arrests.

10 individuals with connections to the Fraga Drug Trafficking Organization were recently arrested, according to Cape and Islands District Attorney Michael O’Keefe.  The arrests come after a three-year long investigation dubbed “Operation Takeout”, observing the operations of Kevin and Alex Fraga, leaders of the Fraga Drug Trafficking Organization on Cape Cod.

In March 2017, the Massachusetts State Police Cape Cod Narcotics Task Force and the Drug Administration’s Cape Cod Task Force secured Federal Title III orders to intercept telephone communications of the Fraga brothers and their co-conspiritors. Investigators learned that James Ramirez of Dorchester was supplying the Fraga brothers with large quantities of fentanyl, heroin, and cocaine for distribution. Ramirez delivered the drugs to the Fraga brothers in Hyannis using vehicles specifically outfitted to conceal drugs from law enforcement. The Fraga brothers would then distribute the narcotics to lower level distributors and other users.

Based on numerous search warrants, officers seized approximately 6 kilos of heroin/fentanyl, approximately 1 kilo of cocaine, two kilogram presses, 4500 fentanyl pills disguised as 30mg Oxycodone (Percocet) pills, and 6 firearms. Officers arrested five individuals, including Kevin and Alex Fraga, James Ramirez, Ramirez’ girlfriend, and Kevin Chalas, aka “Keko”, who was supplying drugs to Ramirez.

On August 17, 2017 Alex Fraga was charged federally with one count of possession of fentanyl/heroin with intent to distribute and two counts of attempted possession of fentanyl/heroin with intent to distribute.  Kevin Fraga was charged federally with one count of possession of fentanyl/heroin and cocaine with intent to distribute and two counts of attempted possession of fentanyl/heroin and cocaine with intent to distribute.

On August 23, 2017 James Ramirez was charged federally with one count of conspiracy to distribute and possess with intent to distribute heroin, fentanyl, and cocaine.  Alex Fraga, Kevin Fraga, and James Ramirez had each pled guilty to these charges and are awaiting sentencing.

Investigators have since established probable cause in State court to arrest middle and Lowe level members of the Fraga organization. On November 21, 2017 officers of the Massachusetts State Police, Massachusetts State Police Narcotics Task Force, immigration and Customs Enforcement, the Barnstable County Sheriff’s Department and numerous local police agencies arrested ten other individuals with arrest warrants issued by Barnstable and Falmouth District Courts for Conspiracy to Distribute a Class A Substance (Heroin).

The ten individuals that were arrested are Tiarah Geggatt, Michael Quest, Brittany Poillucci, Lucas Dossantos, Marcos Silva-Feijao, Sergio Banach, Timothy Daffinee, Katherine Sullivan, Allen Beckwith, and Justin Irwin.
